Created in 1994, the Institut Québécois des Hautes Études Internationales is a research institute focusing on three main axes: international relations, international development and international affaires. Through UL/HEI, Laval University became a pioneer in North America by creating the first research and graduate institute specialised in International Relations. The UL/HEI publishes three academic journals and hosts important Canadian Research Chairs: The Canadian Research Chair in International Security, the Canadian Research Chair in Environmental Law and the Canadian Research Chair in Ethnic Conflicts and Terrorism. The UL/HEI hosts several important conferences and academic debates with prominent world personalities in the field of international relations, conflict analysis, peace studies and international law, with former guest lecturers such as Louise Arbour, current UN Human Rights Commission High Representatives, members of the Secretary General’s Cabinet and Bill Graham, former Canadian Defense Minister, to name but a few. Through its research and graduate education, the Institute is involved in several graduate and postgraduate activities involving both North-American as well as European scholars and visiting specialists. The UL/HEI hosts different research programs: The Inter- American Summer School, the International Peace and Security Program (PSI), and the Europe Circle. Together with regional and international partners, the research programs regularly conduct series of research seminars and workshops aimed at the general public, faculty students and scholars. Within INFOCON the UL/HEI will be in charge of important dissemination activities (conference cycle in WP 6) and will ensure that research results will reach a global audience, with special focus on North American universities and civil society. The co-ordinator for INFOCON at the UL/HEI will be Oana Tranca. The participation of the Université Laval is entirely auto-funded and illustrates the commitment to the project’s objectives.
